Transferring management practices to public management: Strategic planning as a business management practice

As a result of changing environmental conditions and competition, business management has evolved steadily underlying efficiency and productivity and caused the invention of management practices. Given the inefficiency of classical public administration to react the economic, political and technologic developments, the use of business management practices in public administration has been brought forward as a worldwide reform movement. The subject of the study will be the transfer of strategic planning to public management as a business management practice. The application of strategic planning approach in the Turkish public management and detailed analysis of economic, institutional and cognitive dynamics of expansion process will be expressed in this study. The data which has been obtained by means of document research and semi structured interviews has been reached and interpreted by using qualitative analysis method. Therefore accompanied with the economic crisis, World Bank influence and bureaucrat support, the use of business administration practices in public administration has been brought forward and institutionalization and diffusion of strategic planning has been realized by the support of politicians and Non Governmental Organisations.
