Commities as administrative instruments and effect of the invoice control commitee on the productivity of health services in Eskisehir

Today, health services experience tremendous changes parallel to other fields. Theorganizational structure of health services, delivery, financial difficulties and increasingdemand for individual care needs in Turkey cause some serious problems and result inother difficulties in providing quality and efficient health services. Care and serviceunits following certain standards may not be sufficient enough to be acceptable withinthe health sector. For an efficient health service and care, starting from patienceacceptance and registration, standards for diagnosis, therapy and other related tasksneed to be developed beforehand. To provide productive and efficient service inhospitals, all these steps need to be done at a minimum cost and error level, with righttiming. With inputs like internal inspections and controls on time with appropriatemeasures, training, and increased power to make all these happen, hospitals mayincrease the level of service and output. In this work, the activities and the InvoiceControl Committee of the Social Security Institution (SSK) in Eskisehir are introduced,and its impact on hospital productivity and performance is investigated. This researchconsists of four parts. In the first part, committees, their structures and duties areintroduced. In the second part, general health system, how it works and productivity isexamined. The third part deals with the structure of the Invoice Control Committeewithin the Health Issues Directorate of Social Security Institution. In the final part, theInvoice Control Committee of Eskisehir Social Security Council and its activities withregard to hospital productivity are investigated and findings are reported.
