Abstract (EN)
The European Union is trying to put forward the solution of the problems in agriculture with incentives and grant mechanisms in accordance with its own culture and civilization codes, In this study, it is aimed to investigate whether the policies dependent on the European Union implemented in Turkey since 2006 within the framework of the harmonization policies with the European Union restrict the establishment of original policies or not. In this context, by defining the concept of civilization, determining the differences between Turkey and Western civilization on the subject of agriculture, which was chosen as the subject of study, the fundamental differences of the social institutions and socio-cultural structures of both communities were determined, and by taking these differences into account, recommendations for Turkey's national agricultural policy were tried to be developed. In this context, in this study, the differences of the Western civilization from the agricultural area selected as the subject of study were determined on the axis of cultural relativity, the fundamental differences of the social institutions and socio-cultural structures of both societies were determined, taking into account these differences, Turkey's national agricultural policy suggestions have been tried to be developed. In this context, a qualitative research was conducted based on in-depth interviews with the participation of the Ministry of Agriculture and Forestry bureaucrats who played an important role in the development of agricultural policies, the differences in mentality, differences in view of agriculture, the future of agricultural employment and the effects of the agricultural policies of international organizations on the development of agricultural policies in Turkey opinions and evaluations have been received. As a result; the opinion of the Ministry bureaucrats participating in the study was that, despite the historical and cultural differences of Turkey and the European Union, agricultural systems would be more similar in the future, and that there is an important potential in terms of creating qualified employment especially for young people and women over secondary jobs in agriculture in terms of agricultural employment.
