The Ottoman Empire existed for many years and left behind a significant historical legacy that needs to be thoroughly examined and studied in all its aspects. It is imperative to scrutinize the state's activities politically, economically, judicially, administratively, and socially to uncover its lesser-known dimensions. The discontinuation of Ottoman Turkish as a contemporary language impedes the interpretation of written records. Therefore, translating Ottoman Empire documents into modern Turkish and incorporating the information they contain into literature is crucial. This endeavor not only sheds light on previously unknown aspects of the Ottoman Empire but also enriches its cultural heritage. Our study holds significant importance in this context. In our research, we translated Complaint Register No. 1013 into modern Turkish and conducted an assessment of the documents therein. This register, which includes social events in the Ottoman Empire, documents the difficulties and hardships experienced by the people. The complaints written to the center generally include issues such as unjust gains, land disputes, inheritance problems, land or property seizures, difficulties arising in pastures, and oppression and pressures by administrators or local elites. These matters were reported to the central authority and deliberated upon in the council, resulting in actions aligned with decisions made at the center.
