Media, which came forward as fourth one of main influences in supervising and balancing the political power, might be as effective as the first power in societies where the concept of democracy and legal principle has not been settled yet. On the other hand, the extent of this effect that media has on the development of political course is gaining importance day by day.Direct or indirect restrictions and oppressive manners taken towards press, especially in state of crisis, can hinder the press from performing its job, which consequently gives harm to freedom of the press. When the History of Turkish Republic is examined closely, it is seen that the military interferences towards political power during certain times prevented press from its main commitments such as gathering news, publishing and molding public opinion.In this thesis, the memorandum that was given to Government of Adalet Party by Turkish Armed Forces on March 12, 1971 was examined and its effect on press is discussed accordingly. The effect of the memorandum on press is examined with respect to the perspectives of Milliyet and Cumhuriyet newspapers, which were printed on a daily basis and distributed in all over the country. The differences of these newspapers in presenting news are also discussed in this thesis.Key Words1-Media2-Democracy3-12 of March4-Memorandum5-Governance
