One of the most important series of notebooks in the Ottoman Archives is the ruus notebooks. These books, which are classified under different fund codes, contain records related to the appointment and dismissal of state officials who served in the Ottoman Empire. When the ruus books classified in the Ottoman Archives are analyzed, it is seen that in the Kamil Kepeci (KK.d) and Bab-ı Asafi A.RSK.d funds, books are classified under the names Divan, Sefer and İkindi ruus. While the appointments made from the Divan are recorded in the Divan ruus books, the sefer ruus contains records of appointments and dismissals made by the grand vizier while on campaign. The afternoon ruus, on the other hand, contains the records of the grand vizier's appointments and dismissals in the afternoon Divanꞌnda. The subject of our study is the İkindi Ruus Defteriꞌ numbered 1517 in the A.RSK.d fund. The book covers the period between 1645-1647, which corresponds to the reign of Sultan I. Ibrahimꞌin as Sultan, Mehmed Pasha and Salih Pashaꞌn as Grand Viziers. There are a total of 1790 judgment records in the book. Our study contains the analysis and text of these ruling records. Assigned in the ledger; "Grand vizier, chief commander, minister, chief judge, minister of ınterior, minister of finance, naval commander, islamic sheikh, such as governor, county governor, district governor, headship, muslim judge, lecturer, head of horseman, regimental commander, chief architect, palace and foundation officials" it is possible to access records such as the reasons for the appointment and dismissal of many large and small government officials, which region and institution they were appointed to, by whose supply they took place, their previous duties. In addition, there are many registration records of provincial organizations such as "provincial, county, burg" in the notebook. These records will contribute to the people who will work in these fields by revealing the "administrative, political, judicial and socio-cultural structure of the Ottoman state". This information in the notebook was classified according to its subjects and analyzed and evaluated. At the same time, some topics are shown with tables to make the contents of the notebook more understandable.
