Abstract (EN)

At the very beginning of the 19th century, the Charter of Alliance adopted in 1808, the Tanzimat Edict declared in 1839 and the Reform Edict declared in 1856 are considered important stages in the Ottoman Empire's transition to a constitutional regime. Following the declaration of the Constitution on December 23, 1876, the Assembly of Deputies was convened following the elections. However, the declaration of the Constitutional Monarchy and the opening of the Parliament, which were hoped to soften the current atmosphere, could not provide a cure and the country was dragged into a war with a very heavy price in terms of consequences. As the War of 93 came to an end, the first Constitutional Monarchy adventure of the Ottoman Empire also came to an end. As a result of the long-term and effective opposition of the Committee of Union and Progress, Abdulhamid II declared the Constitutional Monarchy for the second time on July 23, 1908, and the Chamber of Deputies was reopened. In this study, after providing information about the life stories of the deputies who represented the Arab geography in the Chamber of Deputies between 1908-1912, their activities in the Assembly were tried to be discussed through various sources, especially the Meclis-i Mebusan Minutes Journals. In this context, the lives and political activities of the deputies elected from the provinces of Baghdad, Basra, Beirut, Aleppo, Hejaz, Mosul, Syria, Tripoli and Yemen, as well as the independent sanjaks of Benghazi, Jerusalem and Medina, which are located in the Arab geography today, and their ideas and opinions on the issues brought to the agenda of the Parliament have been tried to be discussed in detail in this study.
