This thesis examines the reflection of the reforms and innovations on the cultural and artistic policies carried out under the leadership of Mustafa Kemal Atatürk and, in this context, the cultural and artistic activities that took place in Istanbul between the years 1929 and 1930. This period, in which the effects of the rapid and radical changes that Atatürk wanted to make in Turkish society were seen, was also a time period in which important developments were experienced in the field of culture and art. Thesis, focuses on cultural transformations such as women's right to vote, as well as innovations in artistic fields such as contemporary painting, music, theatre, sculpture and architecture. In the first part, questions such as the purpose and importance of this research were answered. In the second part, the method and model of the research were presented. In the third part of the research, the conceptual transformation of the terms; culture and art throughout history is discussed. In the fourth part, while the cultural and artistic environment of the Second Constitutional Monarchy, of which reflections were also seen in the Republic period, was examined, Atatürk's cultural and artistic policies were mentioned. In the fifth part, the cultural and artistic activities that took place in Istanbul between the years 1929 and 1930 are conveyed in the light of the newspapers of the period; Cumhuriyet, Akşam, Son Posta and the magazines Resimli Ay and Muhit.
