Abstract (EN)

Dialectic is a notion evoking a process in time phenomenon. In this sense, struggle and union of opposites, change in quality, change in everything and concerning everything from one another form the fundamental of dialectic logic. Change in administration models is also a reflection of dialectic logic. To compensate the imperfections democracy causes by demarchy, some fiscal rules ought to be added to 1982 Constitution Act as a necessity of dialectic logic. That the changes should be realized as a derived constituent power in terms of the structure of Turkish society arises a more suitable option. By this change, it is referred to form a demarchic fiscal structure is a ncessity of dialectic process. Decreasing or eradicating the possibility of inefficiency in public economics by a fiscal demarchic structure with primary election forms the hypothesis of this study.
