Evaluation of decisions made by Head Council of Education and Morality between 1990?1999

Decisions made during 1990 ? 1999 by Head Council of Education and Morality, which determines and directs Turkish National Education System`s educational programs, school books and entire training ? education tools and determines objectives and decisions for raising and training next generations in line with Turkish Society`s necessities, have been handled upon documentary screening method and investigated, moreover provided data have been integrated within a system and a general evaluation has been provided. Besides, reflections of Head Council of Education and Morality?s decisions on training applications, which have been examined in connection with this purpose, have also been investigated.This research has been limited by Head Council of Education and Morality?s decisions on Regulation, Training Programs and Course Distribution Schedules as well as Council?s decisions.The universe of this study is comprised of all decisions made by Head Council of Education and Morality as of 1926 until today. Sample of this study consists of decisions given between 1990 ? 1999.Most of decisions made by Head Council of Education and Morality between 1990 ? 1999 consist of school book and training programs. Distribution of decisions given between 1990 ? 1999 are as the following; 53% of the decisions consists of school books, 29% the decisions consists of educational programs, and 8% consists of course distribution schedule, 6% consists of Regulation, 4% consists of various issues and 0% consists of regulations related to Training Councils.When decisions made by Head Council of Education and Morality within 10 years period are examined; it is observed that some decisions were given in relation with arrangement of programs which facilitate the training and harmonization of students included in a particular apologize groups; making programs and investments for vocational and technical training; arrangement of future oriented programs at primary and secondary education level. As the adoption of eight years basic education is important within the history of Turkish National Education, this has been also included within the scope of the study. Furthermore, within this period, four Education Councils were executed, and advisory decisions related to the term`s problems were given.
