Abstract (EN)

11 ABSTRACT Within this study it is aimed to define the internal debt problem in Turkey with different aspects and it is claimed that, decline of internal debt and increase of public revenues can be possible solution for this problem. Furthermore new proposals for contributing to the limitation of internal debt were emphasized and applicability of proposal within Turkey was discussed. On the other it is underlined that; every proposal for serving to the internal debt problematic of Turkey should be discussed much more. In the final decades, examination of the reforms in the fiscal discipline in internal debt management formed a basis for the definition of the internal debt problem in Turkey. For this reason, it is aimed to put forward the unique Turkish properties of the internal debt Together with this, the prospective relations between these internal debts and the other macro economic variables were evaluated. With the help pf various tables and statistical findings, it is seek to maintain a stable basis for the evaluations of economic effects of the internal debt With the end these analyses, it is achieved that internal debts in Turkey are not sustainable and can causes harmful economic effects. Within this study, internal debts the instability causes by these debts in Turkish economy and the stabilization programs were explained. It is concluded as; the gradual increase of the internal debt caused financial discipline problem and the measures and the methods for solving these problems were put forward.
