Abstract (EN)
Central Asia and Caucasus who came into a new prominence after thecollapse of the USSR, carry a different weight in Turish Foreign Policy.Turkey has historical, cultural, ethnic and linguistic relationships witj the newindependentTurkish Republics. Otherwise, with their geopolitic position,Central Asia and Caucasus give Turkey some opportunities in terms ofenergy, security and international politics. On the other hand, Turkey is veryimportant for the new Turkish Republics because of Turkey?s experiences ineconomical and political system. Turkey can give the lead on secularism anddemocracy to the Turkish Republics. Because of this reasons, Turkey andthe new Turkish Republics need each other in various issues.The purpose of this thesis is to examine the relations of Turkey withouter Turks and to present some approaches about Turkey?s policy whichshe must perform in the future, in the light of a general assessment. Turkey?scultural, politic and economic relations with Azerbaijan, Kazakstan,Kyrgyzstan, Uzbekistan, Turkmenistan; the importance of Cental Asia andCaucasus; regional policies of the world?s big powers comprise the content ofthis thesis. According to this examination, Turkey performed some wrongpolicies in this area because of behaving sensitive. But in the last years,Turkey changed her policy and started to succeed in the policy of the outherTurks.
