Özet (EN)
After the NATO interference in the year 1999, the Serbian control upon Kosovo which lasted 86 years was ended and according to the article 1244 of the UN Security Council Kosovo got under the control of the UN Kosovo Mission (UN MİK) This decision of article 1244, which started a new process, is a contradictious decision. With this decision at one hand the sovereignty rights of the Serbs on Kosovo were limited and on the other hand it was stated that the territorial integrity would not be violated. The Serbs thought that this decision would not violate the borders of Yugoslavia and that Kosovo would always be bound to Serbia; the Albanians thought that the sovereignty rights of the Serbs were taken away and that a first step was taken for the independency of Kosovo.The UN followed status quo politics in the related region between the years 1999-2004 and because they didn?t take a step for independence, Albanians committed violence at Mitrovica, which is in the north of Kosovo and this instance, which was remembered as the event of March 19, 2004 was a turning point for the beginning of negotiations. Towards the middle of 2005 the UN took action to determine the status of the future of Kosovo.In order to lead negotiations through the UN Security Council, former president of Finland Martti Ahtisaari was appointed as special representative of the UN. Martti Ahtisaari couldn?t get a result at the negotiations between Belgrade and Priştina, which were made between the years 2005-2007. (The Serbs proposed an option which was ?less than independence and more than autonomy?, but the Albanians said that they wouldn?t accept a choice other than independence).Martti Ahtisaari proposed a ?conditional independence? for Kosovo. The proposal plan was accepted by the Albanians of Kosovo, but the Serbs refused it. After Kosovo declared her independency one sided on February 17, 2008 foremost USA and most of the European countries supported Kosovo?s independency. The Serbs interpreted this declaration as a violation of international law and conveyed this subject to the International Court of Justice. A positive decision for the benefit of Kosovo was taken from the International Court of Justice on July 22, 2010 and after this decision the number of countries which recognized the independency of Kosovo came up to 81.Kosovo is still under the control of the EU Kosovo Mission (EULEX) and international society institutions carry on their activities. These international institutions raise Kosovo in her way to a democratic juridical and multi ethnic country.Key Words:1. Kosovo2. Ahtisaari Plan3. Independent of Kosovo4.
