Crisis is a repetitive destruction and repair process in social, political and economic life in which the decisions necessary to solve social uncertainty are taken. Globalization phenomenon came out in the developed countries by the end of the 1970s in today's World economy and spread as to cover developing countries by the 1980s, became to be defined as the moment that the decisions on crisis were given.Experiences of the February 2001 crisis in Turkey have confirmed this definition. After the crisis affected all sectors, mainly the banking one, ?Strong Economy Transition Program? prepared as an emergency measure plan in April 14, 2001 was implemented. This program aimed to restructure of the degraded banking sector, eliminate the problems in the sector, strengthen capital structure of the banks and restore confidence towards the banking sector. In order to solve the problems of Turkish banking sector, after 2001 crises the sector is tried to be reorganized with a restructuring programme. In addition to this recently, with the impact of harmonization process to European Union, there emerged the need of alignment of Turkish banking sector with the Basel directives.
