SUMMARY The teachers' opinions and applications about Early Child Education program of 2002 of Ministry of Education. Key words: Program evaluation, early childhood education program, teacher's thoughts, observation of teachers. The aim of this study is to learn the thoughts of teachers about the Early Child Education Program dated 31.05.2002 and numbered 270 by Education Institution, to observe the applications concerning the program and to determine the relations between the thougths and the observations. In order to achieve the purpose, "teacher questionnaire form" and "observation form" have been developed. The questionnaire has been applied to 201 teachers working in private and public early childhood schools connected to Sakarya Minister of which constitutes the area and sampling of this study. The applications of 91 teachers about the program has been marked on the observation form by proportional sampling way. The datas has been transfered to computer media by means of SPSS package program. Frequency, percentage and arithmetic means have been obtained from the questionnaire form datas and they have been used to make Crosstab Analysis. The technics of difference of importance between two avarages (t-test) and done sided variant analyses (Anova). All statistical analyses were done through 0,05 level of importance and to analysed and meaning ful which kind of groups between stabilization of purpose used to Tukey -B Test. Frequency and percentage tables of datas, obtained from the observation forms filled by teacher with a view to learn the thoughts about the program, have been constituted. Pearson Moments Correlation Coefficient Analysis has been made to be able to determine the relations between the thougths of the teachers about the program and the applications. It has been determined that there is no big negativity in the thoughts of teachers about the 2002 year Early Childhood Education Program of Ministry of Education. However, on some VIIsteps couple of problems and on some statical results some misunderstandings have been notified. As a result, from some aspects of program (content, family activities, education methods, evaluation) reevaluation improvements and informing of teachers are recommended. VIII
