Abstract (EN)
In this study, besides especially identification of President's Constitutional position after the 2007 constitutional amendments, deficiencies that emerged after the implementation of amnedment and possible problems that can be encountered during the implementation were mentioned.After the changes made by the law 5678 particularly to the articles 101 and 102 of 1982 Constitution, assessments whether the system of government is presidential, semi-presidential or parliamentary system were stated in the light of comparative law.There has been a significant change in the President?s Constitutional position with the 2007 Constitutional amendment. It is possible to say that changes made may trigger new crises and regime blockages while implementing the governmental system.The system brought to Turkey through the changes is neither entirely parliamentary system of government nor semi-presidential system of government.Key Words:1.2007 Constitutional Amendment,2.Election of President,3.Goverment Systems,4.Seperation of Powers,5.Position Constitution of President,6.Semi- Presidency System.
