Abstract (EN)
As the actors of international relations in the newworld order, the increasing ties of the states lead them to tend to more cooperate. In cases of conflict between states, the enforcement of one of the sides can now harm the opposing side as well as the enforcing side. Therefore, governments are seeking ways to maintain relations even in times of crisis. Turkey and Russia states have a long history, performing different coalitions in the historical process, because of frequent confrontation, relations have progressed to bumpy. The fact that these two states did not break their relations even in the areas of conflict which reveals a scope to be investigated. The compartmentation is a strategy that allows the two states to continue the dialogue at certain points without ignoring the competition issues between them, thereby aiming to prevent the complete break of relations. Here is the question how can starting to improve their relationship with the movement compartmentation strategy in Turkey and Russia in areas of common interest. İdentified by crises and simultaneously advancing cooperation between the two states in the study, making comparisons with a compartmentation on different dates, Turkey-Russia relations literature are gained different perspective. In the literature interpretations that this strategy was not used after 2014, but this thesis advocate that it is a tool that should not be fit into a single period or theory and as it used in the past that can be used in the future. In this regard, it is determined that the compartmentation strategy provides sustainability to the relations between the sides, and that the two states act by accepting their different positions between the actors also it is not meaning to approve all the each other's foreign policy.
