Abstract (EN)
This research was conducted to evaluate Turkish sports policies between the years 2018-2022 within the framework of strategic plans and the activity reports presented. The study was carried out using a retrospective document analysis method, which is one of the qualitative research techniques. Within the scope of the study, the 2018-2022 Strategic Plan of the Ministry of Youth and Sports and 1,924 lines of documents from the activity reports presented in those years were examined, and 240 lines of data were included in the study. The data were collected from the relevant institution's website with permission. As a result of the research, it was observed that Goal 1 in the 2018-2022 Strategic Plan was consistent with the published annual activity reports, while differences were found between Goals 2, 3, and 4 and the published activity reports. It was determined that some target indicators fell below the strategic goal performance. When the indicators of Goal 1 in the strategic plan were examined, it was found that the number of youth centers and their activities increased. However, there was a decline in international activities organized domestically and abroad due to the COVID-19 period. According to the performance indicators in the activity reports published in line with Goals 2, 3, and 4 of the strategic plan, an increase was observed in the number of supported projects and the number of beneficiaries of these projects. The bed capacities of dormitories increased, and there was a rise in the number of main activities related to national holidays and cultural arts events. Under the scope of educational activities, there was an increase in the number of training sessions conducted, as well as in the number of participating youth and youth workers over the years. The number of people benefiting from sports facilities and the duration of the facilities being open also increased.
