Abstract (EN)

Appointments and appointments in the organization and bureaucracy of the Ottoman state were put into effect with the decrees issued in line with the decisions of the Divan-ı Hümayun. Apart from the vizier, beylerbeyi and timar holders, the appointment certificates, dismissals and dismissals of various middle and lower level civil servants in the state service were recorded in the Ruus books. The Ruus Notebooks, now housed in the Archives of the Presidency of the Republic of Turkey's Directorate of State Archives, are sources from which we can obtain a great deal of information on the central and provincial organization of the Ottoman Empire as of the 16th century. The subject of this thesis is Ruus Notebook No. 276 (1105-1109/1694-1697) Analysis and Text. In the study, the diplomatic features and language of the Ruus Book No. 276 were analyzed in detail and the book was transcribed. Then, the information on who was assigned to which position and where is shown in the form of a table. In the book we examined, officials such as ahibaba, bazarbasi, cabi, dellalbasi, khatib, imam, kapancı, kethüda, salavat-han, etc., were assigned, dismissed, and ibka, and there is information about the institutions they served in, the reasons for the assignments made, the fees received by the officials, if any, or the conditions under which the assignments were made, and the accident, district, township, township and neighborhoods where they were located.
