Abstract (EN)

The Ottoman Empire united the state tradition and management approach that came to it in its dynamism. In this understanding, justice has been accepted as the basis of everything for the continuation of the state. In order to achieve justice, the people were given the right to appilication to the nearest judicial authorities, as well as to the Divan-ı Humayun. Complaints recorded at the point of ensuring justice are recorded in the mühimme books before the complaint books. In this books, ın addition to complaints, political, military and economic records are recorded together. Over time, complaints increased with the expansion of the borders of the state, and different series of books emerged with the specialization of bureaucracy. The complaint books, one of these book series, began to be kept in 1649. In the 18 century, complaints started to be recorded in province-based books. Although the creation of the Ahkam books, the complaint books continued to be kept. In this study, which was prepared as a master thesis, the first 100 pages of Bosnia Ahkam Book number 3 were transcribed. The number of documents transcribed in the study is 269 and the year range is 1765-1767. The whole book covers Hijri 29 Şaban 1178-29 Cemaziye'l-ahir 1192, AD 1765-1778. In this book, complaints received from the Bosnia province to Divan-ı Hümayun were examined, classified and analyzed according to their subjects. In addition to complaints, the ledger provides information on political, economic and administrative issues. Our aim is to shed light on a three-year section of the Ottoman State, specific to Bosnia, with this study. Keywords: Ahkam Books, The Balkans, Bosnia, Divan-ı Humayun, The Ottoman State.
