Abstract (EN)
In this study, the effect of political events, which emerged from the 16th century and continued into the 18th century, on the countryside was examined. As a result of the change in the world since the 15th century, many institutions in the Ottoman state were deteriorated. One of these disruptions, even the most important, is the deterioration of the old soil system. The deterioration in this system, on which the mechanism we call the state is built on and called "timar", has also affected the administrative power of the state. Although there are many reasons for the weakening of the central authority, the most important reason is the deterioration of the land system. The weakening of the central authority has led to the emergence of many new negativities. The most important of these negativities is that unqualified state officials seize some duties through bribery and favor. Officials who came to work with bribes, with the ambition of making more money, have done many injustices to the public. These incompetent officials whose sole purpose was to make money, instead of ensuring the safety of the people, they caused them even more trouble. In addition, as a result of the deterioration of the grooming system, the security provided by the system disappears with the deterioration of the system. Deteriorated public order was desired to be restored, and for this, new systems were started to be created in the provinces. These new systems created, instead of ensuring the security of the region, caused the people to be even more restless. The reason for this is that in the fief system, the public safety expenses, which are completely provided from the land, are loaded on the backs of the people in this new system. In this period, all of the civil servants in the provinces, their salaries, their travel allowances, the food of their employees, the wages of the inns they stay in that region when they move to a place, the expenses of the horses they use on the way, the money they drink from the coffee they drink to the candles they light at night for this reason, they wrote taxes under various names in their salyane books. Again, some judges working in the provinces added taxes to their salyane books for almost every job they did. Ayans and those who want to be ayan have never failed to persecute the people. The people who could not stand the situation or some officials who still carry the honor of the state had to report the situation to Istanbul. As a result of both these complaints from the provinces and the examination made by the state on the salyane books twice a year, the taxes that were written unnecessarily were determined and these taxes were marked and sent back to the place with a provision. All of these provisions were collected in the books called tevziat.
