Abstract (EN)
Public service providers appear as public officers and civil servants under administrative law. The concept of public officers and civil servants in Turkey has a place in many different laws as well as protected by the 1982 Constitution Act itself. Special regulations regarding the trial and disciplinary law of civil servants were introduced with the State Personnel Law No.657 and Law No.4483 on the Prosecution of Civil Servants and Other Public Officers. The criminal proceedings about the crimes committed by civil servants and other public officers due to their duties has been regulated by Law No. 4483 and the investigation to be carried out by the judicial bodies has, as a rule, been subject to the permission of the administration. Thus, it is also aimed to protect civil servants and other public officers against unfounded claims.
