The purpose of this assay is to examine the current situation of specialprovincial administrations that have been reconstituted with the law of specialprovincial administration number 5302 (SPA 5302).In the investigation part of the thesis, the special administrations that havebeen established so as to correspond to the people?s local common needs have beeninvestigated since they have come into our law system. We look at the problems up tonow, the changes that have been made, and the aspects of SPA 5302 that aim tomake special administration law effective, modern, fruitful and transparent localadministration units. The problems encountered so far and the suggested solutionshas described and the content of new structures of SPA 5302 in public administrationreform extent have been discussed comparing the old and the new law.In the essay, we discuss to what extent the prescribed arrangements with thespecial administration law solve the problems of special administration, what parts aremissing in the law, what innovations have made and their results, and whichinnovations may cause new difficulties.
