Municipality reform in Turkey in accordance with 5393 Numbered Municipality Law

Especially within two decades the world is in the process of the change and transformation. These changes and transformation include the globalization process and the rapid progress and widespread adoption of information technology in the world. It is possible to see the effects of this change and transformation process within the public administration as well. New public management has been become the reflections of this effects. In this context, in most of countries, restructuring works in public administration have been intiated.It has become a necessity to reform and its depend on decantralization Turkish public administration system to attempt to solve the existing problems. For this purpose, Public Administration Basic Proposal, Special Provincial Administration Law, Municipality Law and Metropolitan Municipality Law has been legislated. In our study to get the grip with 5393 numbered Municipality Law to define Fundamental principals of the bussines of governing cityIn this study, the process of development of municipality in Turkey starting from Ottoman Empire period untill today has been examined. Afterwards, in accordance with 5393 numbered Municipality Law, the main points and systematic structure of municipality reform have been dealt with. At the end of study, it has been aimed at pointing out the modern administration principals which take place in Turkish public administration restructuring works in general meaning then the ones which take place in the background of municipality reform in particular meaning.Keywords: New Public Management, Municipality Reform, Municipality Law, Decantralization
