Abstract (EN)
Since the existence of the world, health and healthy life have always been one of the main goals for the human being. In developing societies, as a requirement of human age, the state is bound to the rules that the discipline of the power of the state. Due to their importance, states have tried to secure human health by receiving provisions from their citizens under taxes, premiums or similar names. The current legal system which is at the top of this discipline is social security. Our study focuses on the provision and financing of health care in general health insurance, which is a type of social insurance applied in our country within the legal framework. The Social Security and General Health Insurance Law No. 5510 enacted in 2006 regulated the provision and financing of health care services organized by multiple insurance branches in our country under the name of General Health Insurance and the Social Security Institution was organized as a single institution. The objective of this legal integrity is to provide equal health care to all beneficiaries subject to different rules. In addition, the provision of health services from non-state health service providers called private hospitals in the pre-GSS legal arrangement was also included in the GSS system through the financing provided by the Social Security Institution and partly by the insured receiving the health service, with the "additional fee düzenlen regulated by law. Our study examined the health service institutions that can provide health service under the title of health care delivery within the scope of GSS and the types of health service to be provided. On the other hand, under the title of health care financing, we have covered the conditions of benefiting from the social insurance subject to work, the healthcare field financed, additional fees and contributions.
