Abstract (EN)

The Ayniyat Registers are records of the copies of the tezkires written from the saddaret to the ministries, various departments and provinces in the Ottoman Empire in the XIXth century. It is possible to find the manuscripts of most of these tezkires among the documents of the Bâbıâli Evrak Odası in the Ottoman Archives, which is a sub-branch of the Directorate of State Archives. There are a total of 1719 such registers in the archive between 1227-1313 AH and 1812-1895 AD, and these registers are important documents for researchers who want to conduct research in the field of history. Thanks to these registers, it is possible to have detailed information about the situation of the provinces in the XIXth century and the functioning of Ottoman institutions and bureaucracy. The Ayniyat Registers numbered 612-618, which are classified under the title of 'The Russian Question', are related to the events in the period from the Ottoman-Russian War of 1828-1829 to the Crimean War. In this dissertation, in which the transcription and evaluation of pages 1-56 of the first of these ledgers, the Ayniyat Ledger No. 612, is made, it is tried to analyse the provisions sent to different places regarding the needs of the army in the first year of the war (September-October 1828). The provisions in the ledger provide important data on how the state tried to meet the military needs on the Eastern and Western fronts. In the introduction part of the study, the subject and the literature on the subject are examined. In the other part, the physical condition and content of the ledger were analysed. In the first part of the thesis, brief information about the Ottoman-Russian relations before the Ottoman-Russian War of 1828-1829, the situations that prepared the ground for the Ottoman-Russian War of 1828-1829 and the Ottoman-Russian War of 1828-1829 are given. In the second part, the Ayniyat Registry No. 612 is evaluated. The third and last section is the transcription of the registry.
