Abstract (EN)
SUMMARY Aim: the aim of this research; Investigating the factors that lead football fans penalized in accordance with the criminal law 6222 to criminal violence and determining the effect of this enforced Act no. 6222 in controlling violence and disorderliness in sport with regards to legal effectiveness of the law. Materials and method: Oriented research method from qualitative research methods was used in determining the research study group. Football fans penalized in accordance with criminal act no 6222 formed the study population. 25 people living in Izmir, Manisa, Balikesir, Adana, Ankara, Istanbul, Trabzon, Antalya and were fined by prosecution office constituted the research sample. The data were obtained through face to face contact with study group. The data collected were arranged on computer. These data were analyzed using NVivo 11 program. The data were later coded with experts in this area; overlapping codes were grouped with themes. Findings: The data obtained with conversation method were presented under the theme "Factors directing fans to violence" and "Evaluation of Law Enforcement Activities", and the core themes were reached. Results: In this research, individual factors, referee, grandstand shows, emotional stress, supporters of opposing team, alcohol, team performance, fan groups and city of belonging were found to direct penalized people to violence. The basis for violence in football were identified to be media, opposing team supporters, club managers, fans leaders, security forces, TFF, fans group, drug and alcohol, physical condition of stadiums and referee. Powers of the law enforcement sanction were evaluated under active regret, sanction functionality and deterrence.
