Abstract (EN)

As a democratic institution, many changes and transformations have taken place in the world since the 18th century, when local governments came into the municipality context. In the beginning years, municipal understanding which is based on the services to reduce the pressure created by those who migrated from the city to the city is evaluated in a quite different dimension today. However, concepts such as local government concept, autonomy and local service provision are perceived differently from country to country. In esence both local government and municipalism are based on taking care of the community and taking care of community interests. The municipalities have different approaches in their classification, coverage areas, authorities, structures, autonomy situations, and handling in terms of local administration. The metropolitan municipality model, which is defined as metropolitan municipality and met with metropolitan terminology in the West, has developed a criterion based on population size. Metropolitan municipality is based on the understanding of the localization of services in large settlements of other cities of the country. This study was conducted in a metropolitan research and investigation for the effects of the law No. 6360 which made significant changes to the model in Turkey.
