Analysi̇s of the effects of local servi̇ces on rural development i̇n metropoli̇tan muni̇ci̇pali̇ti̇es after the Law No. 6360: The case of Manisa Salihli

Many enterprises in Turkish administrative system caused important changes in both central administration and local administration.The law no 6360, draws the attention as being a jural text which aims to provide the most radical change and transition among the laws which have been legislated up to now by the local administrations. With the law no 6360 of Metropolitan municipalities which was effectuated in 2012, the legal entities of villages were abolished and were transformed into neighborhood of the districts they were belonged to. So, there is no difference between rural and urban population.But the social structure, economical means of living and the relations with the others of the people living in the countryside are pretty different than the city. Rural settings are the places where the relation between the people and the nature are more coherent,and where people lead a traditional lifestyle. The sufficiency of rural settings isn't good enough to solve the problems they face. Rural progress works focus on the agriculture mosty; public participation is ignored and approaches which are peculiar to countryside are not included. The planning about the rural settings and the vacancy in the legislative system continue and the law of Metropolitan municipalities which combines countryside with its decisions, influences the rural settings in many aspects. In this study,in an example of Manisa Salihli,the effects of local services in Metropolitan municipalities on rural progress are going to be examined in what ways they will proceed after the law no 6360.
