Abstract (EN)

The Law No. 6360 caused a significant and radical change in many areas such as administrative structure in the local administration system, financial structure of the municipalities, participation of the local people in politics, presentation of public services and responsibility of the local government units. Within the scope of Law No. 6360, the number of municipalities increased from 16 to 30, and the municipalities within the municipality borders of the metropolitan municipalities and the legal entities of the villages were removed and converted into neighborhoods. Special Provincial Administrations, which have a long history in the Turkish local government system, have been closed and Investment Monitoring and Coordination Presidency has been established instead. The metropolitan municipal boundaries are designated as provincial boundaries and thus intended to provide an integrity. With the Law No. 6360, the city of Aydın, which acquired the status of a municipality, was influenced by this significant change and transformation. 490 villages and 36 municipalities located within the provincial borders were closed and transformed into neighborhoods. Within the scope of our research, a questionnaire study was conducted with 100 old villages / new neighborhood residents from 490 villages and collected data were evaluated with SPSS 16 Statistics program. Hypothesis test that the establishment of new neighborhoods instead of closure of villages by Law No. 6360 caused administrative, service and managerial negative development It was.
