Examination of the transformation of local public services in Muğla of metropolitan municipality by Law no. 6360 in the context of Marmaris

The management of metropolitan cities is one of the major problem areas of public administration. The first concrete step in this area in Turkey was taken in 1984 with the establishment of metropolitan municipalities in İstanbul, Ankara and İzmir. In the following years, the number of metropolitan municipalities increased and in the year 2000, a total of 16 metropolitan municipalities were established in Turkey. Thirteen metropolitan municipalities were established with Law No. 6360, which was enacted in 2012. In 2013, the metropolitan municipality was established in the province of Ordu and the number of metropolitan municipalities was increased to 30. Muğla is one of the provinces established by the Law no. 6360 in the metropolitan municipality. This thesis was carried out in order to investigate the effect of the change in local public services in the province of Muğla in the context of the Marmaris district. Within this scope, annual reports of Marmaris Municipality were examined. Along with the findings, the effect of the law in the Marmaris district has been evaluated in political, financial and technical dimensions. Finally, in the light of the findings obtained, the problems experienced in the implementation of the law were identified and tried to be suggested.
