Abstract (EN)

With the Law numbered 6360 enacted in 2012, which has been at the forefront of local government reform, major changes have been made in the structure of local governments. The boundaries of the metropolitan municipalities were extended to the provincial administrative boundaries and the legal entities of the towns and villages within these boundaries were abolished and converted into neighborhoods. Provincial private administrations were abolished and Investment Monitoring Commission Presidencies were established. 14 metropolitan municipalities were added to the total number of 16 metropolitan municipalities, which resulted in a total of 30 metropolitan municipalities. Thus, almost 78% of the country's population started to live within the municipality boundaries. In this respect; this law, which was enacted in 2012, was put into practice with the March 30, 2014 elections and a five-year transition period. Along with the amendments, there has been a lot of debate on the issues of efficiency, productivity and participation, which are intensified in the justification of the law. Citizens living in metropolitan municipalities have been faced with many different applications after these regulations on local governments and there has been a need for studies on the metropolitan municipality applications that are recently introduced in the literature and the level of satisfaction of citizens against these applications. In this respect, the aim of the research is to investigate and evaluate the perceptions and attitudes towards the new structure in terms of the efficiency level, productivity, accessibility and level of participation of the services on the basis of the experiences of the residents of the neighborhoods living in the towns whose legal personality was abolished with this arrangement in this five-year transition period. Within the scope of the aim of the research, the universe consists of citizens living in 57 town municipalities which were converted into neighborhoods by removing legal entity in Trabzon. In the study, quantitative research method was used, data were obtained by face to face questionnaire technique and a total of 2642 questionnaires valid for the analysis of the data were evaluated using SPSS and AMOS programs. In this study, it is concluded that the perceptions of citizens are generally negative regarding the Metropolitan Municipality regulation numbered 6360.
