Reorganisation of metropolitan municipalities after the law numbered 6360: A research on the Metropolitan Municipality of Manisa

Although the history of local administrations go back to very early times through out the world, the entry into the culture of the Turkish administration coincided with the last period of the Ottoman Empire and the Tanzimat period. However, the subject gained a different dimension in the 1980s. With the effect of the emergence of globalization, the transformation process of all established concepts and institutions, especially public administration, cities and local governments, has begun. This process of change is shaped by rapid urbanization in our country. Increased population agglomeration in urban areas caused delays and inadequacies in meeting service demands. This, in turn, has brought up a new search for metropolitan urban areas. . These searches were embodied in the Metropolitan Municipality Law No. 3030, which was issued in 1984. Law no. 3030 received its legal basis from Article 127 of the 1982 Constitution. This article states that special management forms can be introduced for large settlements. The transformation in the understanding of public administration with the new concepts and principles brought by globalization has also necessitated some changes in the management approach of the metropolitan municipalities. The metropolitan municipal system, which was initiated by Law No. 3030 and developed by the Law no. 5216.Then, the new system entered a new period with the Law No. 6360, which was adopted in 2012 and implemented after the local elections of 30 March 2014. This law has brought about important structural and functional changes to the metropolitan municipal system. presentation of services in the metropolitan municipality system.Primarily the historical process of development and change of local governments in Turkey is examined in this study. Afterwards,by diving deeply into the Law No. 6360, general information is given about Manisa, which has reached the status of metropolitan municipality with this law. The historical development process of the municipality and the process of becoming the metropolitan city is tried to be revealed. It is tried to reveal in what scale and how these changes affect Manisa province. In this study, comprehensive interviews were carried out with the authorities of the local administration unit by using the interview method which is based on qualitative research techniques. In line with the findings, the effects of the Law No. 6360 on the Metropolitan Municipality of Manisa have been dealt with under various headings.
