Abstract (EN)

SUMMARY THE IMPACT OF LAW 6360 ON THE DRINKING WATER SERVICES OF METROPOLITAN MUNICIPALITIES: ANTALYA METROPOLITAN MUNICIPALITY Through a series of reforms in Turkish public administration since the 2000s, municipalities have undergone many transformations in terms of their duties, powers and responsibilities. urban management in Turkey systematically and one of the most important regulations that alter the local electoral system "6360 No. Municipality in Fourteen provinces and twenty Certain Laws and the Law Amending the Decree-Law with the Seven Districts Establishment" was held. In this study, Antalya is Turkey's largest metropolitan transformations that occur in municipal drinking water services from the provincial Law No. 6360 are discussed in context. The process that the Antalya Metropolitan Municipality experienced with the legal changes in service provision was evaluated in the light of a series of interviews with statistics, budget realizations, drinking water services, senior municipal authorities and the decision-making body. In the first part of the study, which consists of two parts, the institutions and services that have been invested on drinking water services before the Law no. 6360 are discussed under the headings of special provincial administrations, municipalities and central government.The Project of Supporting the Infrastructure of Villages (KÖYDES), the Project of Supporting the Infrastructure of Municipalities (BELDES) and the Water and Sewerage Infrastructure Project (SUKAP) carried out by the central administration and provincial organizations were briefly explained.Again in this section, 5216 numbered Metropolitan Municipality Law and 6360 numbered law are compared. In the second part, the short history of the Antalya Metropolitan Municipality, the structural factors affecting the service provision and the administrative structure, personnel status, assembly, affiliated companies and organizations of Antalya Metropolitan Municipality after the law no 6360 have been examined. Since the transformation is considered in the context of drinking water services in terms of functionality of the service, the General Directorate of Antalya Water and Wastewater Administration (ASAT), which is an affiliate, has been dealt with in detail and the Animal Services Company (AS), which is in the investment stage in water services, has been examined.
