The concept of metropolitan municipalities in Turkey for the first time in 1984 with The Law Numbered 3030 has taken place in the administrative system. Further legislative and administrative arrangements and the developments related to metropolitan municipalities continued. Finally, with Law No. 6360 issued in 2012 metropolitan municipalities in Turkey have become whole city system. In this new structure the responsibility and authority of the metropolitan municipality has been extended to the boundaries of the province.The most important feature of Law No. 6360 is to eliminate the fragmented structure of service delivery and to improve efficiency and effectiveness in service delivery. A metroplitan government system that is efficient, effective, citizen oriented, participatory,transparent, accountable and, focused on local when possible. has been emphasised on the requirement of the Law No. 6360. In this study, a questionaire was conducted in Diyarbakır with the explanations on the issues that led to the enactment of Law No. 6360 and the changes brought by the law.
