Abstract (EN)

Mühimme notebooks, which are the notebooks in which the decisions or provisions taken in the Divan-ı Hümâyûn, which is the decision organ of the Ottoman Empire and the main element of the bureaucracy, are written, not only enrich the Ottoman Archives since they contain more than one subject, but also provide information to researchers about the history of the Ottoman Empire and the histories of more than one nation in its surroundings. These notebooks convey rare information to us in the political, economic, and military. In this study we have done, information about the content of the mühimme notebooks has been given, and we have mentioned the content of the book number 7, which is the subject of our study, and we have transcribed and evaluated it. In addition, we have created tables about to whom the given provisions are sent, and the place names mentioned in the book. The Muhimme-i mektume notebook numbered 7 contains the secret decisions made about the external and internal events that took place between 1810/11 and 1812, hijri dated 1225/1227 and the Gregorian date. It contains important information about the banditry activities of the period, assignments given to statesmen, interstate relations, janissary revolts and exile sentences, which were kept confidential due to the importance of the subject.
