Establishment and functions of development agencies in Turkey under European Union entegration

The importance of regional development policies are increasing day by day with the influence of fast globalization in the world. Positive influence of regional development for national economy and development caused an obligation to have structural organizations. İn this context, development agencies which got together private and civil society organizations, emerged. There are many succesful examples of agencies which are participant, follow new developments and can be continued, in the world.Works to found development agencies started in the process of membership to European Union. Agencies which have participant comprehension in regional development became law in 2006. It caused naby discussions in first periods and the time for application was delayed with the process of judgment. This delay that was experienced, lengthened the process of judgment finished. The success of agencies that was started to be applied in two pilot regions, are important fort he future in regional development.In this study, before the agencies were founded in Turkey, regional development tools were investigated by researching how development agencies in world with the example of England in Europe. The reasons of foundation of development agencies and then the situation of agencies that were formed, were tried to exhibit.
