A participant model suggestion for Turkish agriculture in terms of EU agriculture poli̇cy: TİGEM case

Abstract (EN)

In this study, European Union Common Agricultural Policy is compared with Turkish agricultural policy and EU CAP has been found to be highly successful compared by the Turkish agricultural policy. Stable, consistent and relevant policies and the budget allocated to agricultural policies have played an important role in this achievement. The reason for the failure of Turkey is changes in agricultural policy that varies according to the political conjuncture and managed by small funds. While European Union has turned off the light production of many products with the policies implemented, and even surpluses in many products were formed, Turkey that was self-sufficient before has become more dependent on foreign products. Another important issue for Turkey is the pollution of agricultural lands and waters. In addition to pollution the reduction of lands due to erosion and non-agricultural use, is creating risk for agricultural production and food safety. Due to Turkey's semi-industrial agriculture sector, Turkey's soil and water are less contaminated according to EU and other developed countries. However, the decrease in agricultural land is much faster than in these countries if Turkey doesn't take measures in a stable manner to protect agricultural land, to prevent contamination of soil and water and to preserve genetic resources, the food safety will come under a serious risk. TİGEM, which is an important actor for Turkish agriculture, has been raised by privatization as well as other agricultural SOEs after 1980's. Many local and international companies with international organizations such as WTO and IMF took part at top of their agenda. TİGEM's enterprises, that have got many local and foreign suitors, began to be privatized through long-term leases. Today, TİGEM, leased its many enterprises, continues to activities in seventeen agricultural enterprises including two partial partnership. In this study that discuss alternative management models to privatization was made a proposal modal for TİGEM. The model proposal is based on governance that is very popular in recent years and EU's LEADER approach has planned a structure included in the various sectors of society.
