Abstract (EN)

In this study, first of all, as a public service, the legal characterization of electricity, which is formed in the provision of electricity from producers to consumers in the European Union and Turkey, has been made. In addition, the electricity market activities and the concepts that dominate this market have been tried to be explained. In the second part, the regulations in the primary and secondary legislation in electrical energy in the EU, the EU's 2020, 2030, 2050 strategies, PPAs (Bilateral Electricity Supply Contracts), PPA benefits, PPA models, GO's (guarantees of origin) are discussed. In the third part of our study, firstly, the historical development of electrical energy in Turkish legislation is explained, then current regulations in electricity legislation in our country are mentioned, and YEKDEM, YEK-G Certification is tried to be explained. Finally, the focus is on independent administrative authorities in the energy sector. Regarding PPA, which is a new phenomenon, no study has been found in the literature that examines Bilateral Electricity Supply Agreements (PPA) in terms of the electricity sector, especially in the EU and Turkey. In order to contribute to the national and international literature in this field, and in this subject, which is quite new for both our country and the electricity sector, the electricity sector has been given as a whole and an important resource has been tried to be created for the concerned. I hope that my work will be beneficial to everyone working on the Renewable Energy Bilateral Electricity Contracts, which have been increasing recently, especially in the European Union and Turkey.
