Abstract (EN)

Urgent Expropriation is defined as an exceptional form of intervention in property relations by the government through the public interest. Depending on the circumstances, this method has lost its exceptional feature and has become a frequently used instrument by the government. In the background of this urgent expropriation, we have noticed that it is used both for the routine applications that the government operations in administrative processes and for the reorganization of some sectoral areas. Also, it is used as an intervention tool of public policy. This study aims to analyze in the consideration of the capital accumulation model the changes and trends that have occurred in the urgent expropriation method over the years. In this respect, the effect of urgent expropriation is going to examine in the capital accumulation process how created the institutional transformation aside this and the new functions attributed to the method. In addition to both the concept of public interest, property relations and institutions of urgent expropriation, etc. important factors will be discussed. As a consequence, the internal relations between these elements seem significant in terms of understanding the transformation of this study's question.
