Evaluation of internal communications of emergency and disaster response personnel at the time of crisis: The case of Trabzon province

Emergency situations and disasters are considered as situations outside of the ordinary flow that should be worked together. It is important that institutions and organizations have an effective coordination and an applicable plan in order to overcome these situations with the least damage. With this work; In times of crisis, the intervention personnel working in the Trabzon Province Disaster and Emergency Management Authority (AFAD), the Metropolitan Municipality Fire Department, the Regional Directorate of Forestry and the aircraft rescue and firefighting (ARFF) officers working at the State Airports Authority (DHMI), the aim was to evaluate their internal communications and to measure their knowledge of crisis management plans. For this purpose, the relevant literature was scanned, and a questionnaire form was created in line with the information obtained. In addition to demographic questions, the questionnaire includes 66 questions measuring the personal skills of managers. The obtained data were analyzed with SPSS 22 data program. As a result of our study; It has been determined that there are personnel who abstain from communicating in times of crisis. He/She stated that he/she will communicate with her team even if there are no mass media such as phone and internet, and that forest staff can definitely communicate while all staff remain indecisive. In addition, it is possible to talk about the presence of personnel who do not know exactly who to work with in crisis situations. One of the results of our study is to detect the presence of personnel who are generally uncomfortable with communicating in in-house meetings, who are afraid to express themselves in meetings, who stated that they are not calm and comfortable while attending the meetings, and who think that they will be very nervous when speaking. It is recommended to implement information programs for potential disasters and emergencies for both staff and administrators.
