Abstract (EN)

The maturity assessment of open data initiatives is vital to increase efficiency, quality, performance, transparency, stakeholder participation, and collaboration. Therefore, administrators in public and private institutions requires assessment of their current maturity level of open data and a roadmap including systematic improvements for proceeding to the next level in order to achieve the benefits. Results of the performed multivocal literature review presents the necessity of a maturity model on open data. According to ISO/IEC 330xx family of standards a process capability maturity model named Open Data Capability Maturity Model (ODCMM) is developed. ODCMM provides a structural approach on assessment and improvement of open data processes and capabilities for the creation of an improvement guide with objectivity and repeatability. ODCMM consists of twenty-one processes and six process groups which are Strategic governance, organizational management, stakeholder engagement management, data governance, open data management and supporting processes. Proposed models' usability and applicability has been validated with multiple case studies including three organizations.
