Abstract (EN)
This research has addressed the administrative aspects of crisis management, it has focused generally crisis management in international organizations and in particularly in Turkish Public Administration. In this study, the main factors that determine the level of importance and crisis management have been revealed. In this thesis, a conceptual discussion is presented primarily in crisis management. Then, the main determinants of crisis management have been identified. In this study survey data collected in unstructured interview method was used. The universe of this study constitues by public officials responsible for implementing crisis management staff in Disaster and Emergency Management Presidency (AFAD). A new model designed by system approach called "Turkish Crisis Management in Public Administration" has presented a clear pattern to be improved by research to be done in this area.
