Public value as a tool to reduce disaster risks

Abstract (EN)

Disasters have become more severe and more harmful to the capabilities and gains of societies in their forms, which calls on governments to ensure the security and implementation of programs such as disaster risk reduction programs that their citizens avoid these events through the developmental pursuit by good management. The idea of Public Value has grown as an update of the public administration approach and as a tool to improve and measuring the performance of public institutions towards a specific issue of public concern, in this sense. This study draws on Public Value perspectives to suggest factors that optimize efficiencies between stakeholders involved in disaster risk management for better performance outcomes. Public Value perspectives are discussed based on Mark Moore theory, performance measurement indicators were selected and evaluated from the Public Value framework developed by Sir Michael Barber's. This study aims to explore disaster risk reduction management systems of the public sectors in Sudan and Turkey, Based on the finding where identified the strengths and weaknesses between the two systems with a focus on the operational and structural capacities and the legal base for disaster management, identify gaps faced by countries and provides relevant recommendations to turn weaknesses into strengths as well as give ideas for future research in this area. The work-based mainly on a qualitative methodology for achieving the research objectives. The required data on disaster risk management has been used from available literature (scientific articles, research and technical reports). This study conducted on two selected agencies leading Disaster management works in the subjected countries (AFAD and NCCD) as a basis for assessment since the outset of the HFA in 2005. Also, a framework for integrating the Public Value perspectives in disaster risk reduction is presented for increasing synergy between the stakeholders and parts involved. In Sudan, the research found that the Disaster Risk Reduction performance is less systematic, there is no formal framework or formal body for the DRR, poor allocation in funding or budget, and methods of employment that lack selection of competencies or specialists from cadres in the field, lack of standards and appropriate administrative guidance from the head of the authority or disaccountability, lack of capacity building and ongoing training and assimilation of local participation. All of these are obstacles. From this standpoint, it is proposed to define a body concerned with the implementation and follow-up of disaster risk reduction programs and to define a strategic plan based on smart goals and a strong framework for measuring organized performance and updating recruitment policies and consistent work requirements, and that appropriate fund, resources and facilities are should to be improve finally. In Turkey, the research found that the Disaster Risk Reduction performance is comparatively systematic, and since the 2000s, regulatory reform efforts have been continuing. It has a legal basis and relevant strategic plans and performance reports with SMART objectives and measurement. However, there is a significant issue that is needed to be a highlight based on institutional standards which can be briefed as a centralization environmental in term of all DRR duty should be at the local level. The study recommends to develop comprehensive DRR systems, review the public participation factors and review the stakeholder's motivating initiatives.
