The importance of risk reduction in disaster management, experiences and applications in Turkey

Having experienced many disasters in our country up to date and many losses due to these disasters have made our country experienced in disasters. Considering the institutional context, our country, which had a scattered organizational structure until 2009, began the disaster studies by combining past experiences of disaster with a new understanding of disaster management with the establishment of AFAD in 2009. Our country, which has the potential to experience frequently in all kinds of disaster in the past years, having disadvantages such as lack of functional disaster plans and policies, entered a new period with the Law No 5902 in 2009. In this context, it is seen that in the last decade, firstly, the importance was given to the institutional structuring and then the process of creating disaster plans and policies began. In this context, firstly, AFAD, which focuses on intervention and crisis management by creating Turkey's Disaster Response Plan, came to the last stage during the process of revealing Turkey's Disaster Risk Reduction Plan by focusing on risk reduction nowadays. On the other hand, AFAD, which carries out its studies on Turkey's Disaster Management Strategy Document, that will give direction to Turkey's disaster policies and that will be the basic plan when it is completed, is evaluated as Turkey is in an intensive study period in risk reduction in disasters, which is experienced in disasters and young in the institutional context within the framework of risk reduction. Turkey's research prepared with the thought that the transition to the risk management of crisis management in disaster policy, risk management and risk reduction activities, the importance of a clear understanding of our country that conduct activities such as reducing risks during this transitional period and in terms of making an assessment by the opinion of the fieldworkers of these activities are important. The aim of this is to define the research in risk reduction phase of the disaster management cycle and to explain the importance of assessing Turkey's risk reduction policy.
