The prevalent vulnerability and local disaster index calculation for disaster: The case of Turkey provinces

Abstract (EN)
The aim of the study is to obtain the indices of vulnerability and disasters of the provinces of our country and to guide the decision makers by revealing their current status and deficiencies against the disasters they may encounter. In terms of LDI (Local Disaster Index), according to the general average index values of 1995-2016 period, the first five provinces with the highest average are Erzurum (0.38), Afyon (0.38), Ağrı (0.33), İstanbul (0.30) and Van (0.25). For the LDI, the last period of 2011-2016 period, the first five provinces are Erzurum (0.75), Ankara (0.63), Trabzon (0.58), Van (0.54) and Muş (0.51). In terms of the PVI (Prevalent Vulnerability Index), when the general average index values of 2000-2017 period are examined, the first five provinces with the highest index value are Şırnak (0,54), Hakkâri (0,53), Şanlıurfa (0,52), Ağrı (0,52) and Muş (0,52). Again for the PVI, when the common vulnerability index values of the last period 2015-2017 are examined, the first five provinces with the highest index average are Şanlıurfa (0,55), Şırnak (0,54), Mardin (0,50), Diyarbakır (0,50) and Batman (0,50). Besides, for the last period, 40.74% of our provinces are in the high vulnerability category, while 59.26% are in the middle index category. Therefore, it is noteworthy that there is no province in the low index category. According to the results of the study, while it is seen that our country is not at the desired level in terms of vulnerability in the international arena, on the other hand in the national arena, some economically and socially underdeveloped regions are more vulnerable and risky to disasters and hazards. Therefore, the development of these regions in a disaster will be more difficult and longer process. Keywords: Disaster Management, Risk, Risk Analysis, Vulnerability, Index
