Abstract (EN)

Experiences from disasters and emergencies experienced in the world and in our country to date indicate that each sector should be prepared for the negative situations by identifying the risks and risks related to its field. Disasters are sudden events that need to be constantly prepared. Therefore, there is a need for an effective emergency aid organization in order to minimize the loss of lives and injuries as a result of disasters and to recover from disasters with as little loss as possible and to return to normal life in a short time. In this study, Japan, Russia, Chile, New Zealand and Turkey "emergency disaster relief" for his work in the field were examined. These countries have tried to explain the differences between Turkey. Then Turkey in the implementation of emergency plans and how to work at the local level, Batman made the consideration the current situation on the example of the province, it has tried to come up with suggestions for possible shortcomings situations. for the modern disaster emergency relief system in Turkey, stayed put forward approaches for missing spots.
