Our country is frequently exposed to disasters due to its geopolitical position, irregular population growth, increasing industrialization due to being a developing country, infrastructure deficiencies and many other reasons. It is very important that disadvantaged community members in need of assistance are easily accessible and identifiable in case of a disaster. The main purpose of this thesis is to provide information to the elderly who live alone with the fastest, most accurate and reliable information, to children who lost their parents during the event, to women, to those who cannot do their own work in their personal or social life as a result of any deficiency, to suffer from their own disease and disaster. to ensure that the information that will provide the necessary intervention to those with chronic chronic disease is stored in advance. In this study, the risk groups that will be affected by disasters are determined. The data of these individuals were transferred to the data matrix system. First, individuals in the risk groups (disabled, chronic patients, elderly, children and women) were identified and then the data matrix was created on the website.
