Applicability of takaful in Afganistan: A qualitative research

Islamic finance and insurance activities in Afghanistan are defined as nascent activities. There is no practice of Islamic insurance in this country yet. In general, there are almost no comprehensive academic studies focused on Islamic finance in Afghanistan. In addition, Islamic insurance and Islamic finance are seen as an important need in this country. This research has two main objectives. First, the issue of Islamic finance in Afghanistan is examined and the data obtained are analyzed and recommendations are developed for implementation. Thus, many issues such as the applicability of Islamic finance in the country, its development, blocked activities, the public's reaction to Islamic finance practices and the reasons for the failure to implement Islamic finance have been tried to be clarified. In the study, the data obtained from the interviews with the participants were analyzed and proposals were developed for the implementation of Islamic finance in Afghanistan. Secondly, it is aimed to examine the applicability of Islamic insurance in Afghanistan and to develop proposals for the creation of a suitable framework for its implementation. In the research, the situation was determined from the data obtained by using semi-structured interview questions. Qualitative method was preferred as the research method. Document analysis and semi-structured interviews were used as data collection tools. In this context, authorized persons and units from relevant institutions were interviewed regarding the applicability of Islamic insurance in Afghanistan. A total of 7 participants from three groups, namely the Ministry of Finance, the Central Bank and insurance companies, constituted the participants of the research. Based on the experiences of other countries analyzed through document analysis and the data obtained through interviews, proposals were offered for the implementation and development of Islamic insurance in Afghanistan.
