A comparative examination of the organizational structure and historical developments of education systems in Afghanistan and Canada

The aim of this study is to comparatively examine the historical development stages, organizational structures, similar and different aspects of the education systems of Afghanistan and Canada. The research was carried out based on the smell method from qualitative research, which is one of the scientific research methods. The current legislation on the education systems of the two countries, information registered on official websites, printed documents, reports of international organizations, books, theses and published articles in the field of comparative education were used from the scanned sources. The resources of Afghanistan Ministry of Culture National Library Canada Library and various university and state libraries were scanned. Afghanistan and Canada education systems have been discussed within the framework of some sub-problems. First of all, determinations and comments on the historical development stages of the education systems of the two countries are given. Then, the organizational structures of the education systems were examined, the legal legislation was mentioned and the organizational structures were included. In this study, it has been determined that both countries have faced problems that affect the education of the country in the historical process. It has been observed that Afghanistan has a centralized structure and Canada has a decentralized structure within the framework of legal regulations in its organizational structures. However, in practice, it has been learned that Canada gives various powers to local governments. In addition, it has been concluded that the frequent changes in legal regulations cause clutter and the high budget allocated to education has a positive effect on education. Another result of the study is that problem solving and development studies are easier in institutions where centralism and bureaucracy are reduced.
